When leaving Russia
1. If a natural person is going to transfer the goods listed below through the Customs border of the Russian Federation for personal use, he/she must declare them (in the written form):
- on lumpsum export of foreign currency in cash and (or) currency of the Russian Federation in the amount exceeding 3 000 ( three thousand) US dollars from the Russian Federation; (Federal law from 10.12.2003 #173-FL «On exchange control and currency exchange regulation»);
- on lumpsum export of traveller’s cheques in the sum, exceeding the equivalent of 10 000 (ten thousand) US dollars (Federal law from 10.12.2003 #173-FL «On exchange control and currency exchange regulation»);
- on lumpsum export from the Russian Federation of foreign and (or) domestic securities in physical certificated form except the cases of export of foreign and (or) domestic securities earlier imported or transferred in the Russian Federation on observance of requisition of the Customs legislation of the Russian Federation in accordance of the customs declaration or other document, confirming its import or transfer into the Russian Federation (Federal law from 10.12.2003 #173-FL «On exchange control and currency exchange regulation»);
- precious metals (gold, silver, platinum and metals of platinum group - palladium, iridium, rhodium, ruthenium and osmium) in any condition and shape (except temporarily exported jewellery including items with precious stones inlay); (Presidential edict from 21.06.2001 #742 «On the order of import and export of precious metals and stones from and into the Russian Federation»);
- precious stones: emeralds, rubies, sapphires and alexandrite, natural pearl inwrought and shaped (polished), unique amber formations, diamonds; (Presidential edict from 21.06.2001 #742 «On the order of import and export of precious metals and stones from and into the Russian Federation», Presidential edict from 30.11.2002 #1373 «On assertion of regulation about import and export of natural brilliants and diamonds from and into the Russian Federation»);
- cultural values; (Law of the Russian Federation from 15.04.1993 #4804-1 «On export and import of cultural values»);
- state awards of the Russian Federation; (Presidential edict from 02.03.1994 #442 «On state awards of the Russian Federation»);
- endangered species of animals and plants, their parts, derivatives and its products; ( «Governmental Decree of the Russian Federation from 13.09.1994 #1051 «On measures providing execution of obligations of the Russian side, following from the Convention of International wild species of flora and fauna trade»);
- weapon (appliances and items physically aimed at striking live or other target, giving signals); main parts fire-arms (barrel, bolt, drum, frame, gun receiver); shells (appliances for shooting from a gun, united into one with the help of a case primer, missile and other); component parts of shells (primered shell, percussion cap, powder) ( «Governmental Decree of the Russian Federation from 21.07.1998 #814 «On measures to regulate turnover of non-military and duty weapon and shells for it on the territory of the Russian Federation»);
- narcotics, psychotropic substance and their precursors ( «Governmental Decree of the Russian Federation from 15.06.1998 #591 « On assertion of transportation rules for narcotics and psychotropic substances for medical purposes, flying through the territory of the Russian Federation»);
- drastic and poisonous substances; ( «Governmental Decree of the Russian Federation from 16.03.1996 #278 «On the order of import and export of narcotics, drastic and poisonous substances»);
- high-frequency appliances and radio electronics, except terminal equipment; (Federal Law from 07.07.2003 #126 – FL «On connection»);
- special technical appliances for tacit information uptake; (Federal Law from 07.07.2003 #126 – FL «On connection»;
- material objects, containing data which is a State secret; (Law of the Russian Federation from 21.07.1993 #5485-1 «On State secret»);
- nuclear materials, equipment, special non-nuclear materials and corresponding technologies; (Regulation of the Russian Federation from 15.12.2000 #973 «On export and import of Nuclear materials, equipment, special non-nuclear materials and corresponding technologies»);
- radioactive isotopes, radioactive substances and production made on its basis; (Regulation of the Russian Federation from 16.03.1996 #291 «On assertion of regulation about the order of import and export of radioactive substances and production made on its basis»);
- raw material, materials, equipment, scientific and technical information, results of intellectual activity, which can be used for creation of weapon of mass destruction, means of its transportation, other types of armament and defence technology; (Federal Law from 18.07.1999 #183-FL «On export control»);
- defence products; (Federal Law from 19.07.1998 «On military and technical cooperation of the Russian Federation with others states»).
2. After filling in the customs declaration, please, choose the «Red Channel».
3. If you have nothing to declare, you do not need to fill in the declaration form. You can choose the «Green Channel».
4. Please, remember that if you lose the declaration form, it would not be restored and you won’t be given its copy.
Providing inadequate information and choosing the «Green Channel» if you have goods to declare implies legal action in compliance with the existing legislation of the Russian Federation.
When entering Russia
1. If a natural person is going to transfer the goods listed below through the customs border of the Russian Federation for personal use, he/she must declare them (in the written form):
- goods that cost more than 65 thousand roubles and (or) weigh over 35 kg (Governmental Regulation of the Russian Federation from 29.11.2003 #718 «On assertion of regulations about the usage of single rate of customs duty, taxes considering goods transferred through Customs border of the Russian Federation for private use by natural persons»);
- on lumpsum export from the Russian Federation of foreign and (or) domestic securities in physical certificated form except the cases of export of foreign and (or) domestic securities earlier imported or transferred into the Russian Federation on observance of requisition of the Customs legislation of the Russian Federation on accordance of the customs declaration or other document, confirming its import or transfer in the Russian Federation (Federal law from 10.12.2003 #173-FL «On exchange control and currency exchange regulation»);

- alcoholic drinks in the quantity, exceeding two litres ( «On assertion of regulation about the use of single rates of Custom duties, taxes, concerning goods transported through the border of the Russian Federation by natural persons for personal use»);
- tobacco production in the amount exceeding 50 cigars, 100 cigarillos, 200 cigarettes, 0.25 kg of tobacco (in case of export of tobacco production of one type only in the amount exceeding 100 cigars, 200 cigarillos, 400 cigarettes, 0.5 kg of tobacco); ( «On assertion of regulation about the use of single rates of Custom duties, taxes, concerning goods transported through the border of the Russian Federation by natural persons for personal use»);

- modes of transportation (Customs Code of the Russian Federation, article 286);
- goods, transported in unaccompanied baggage (Customs Code of the Russian Federation, article 286);
- goods, sent to natural persons for private use except the ones sent in international posting (Customs Code of the Russian Federation, article 286).
2. natural persons, transferring goods through the border of the Russian Federation, can declare (in the written form) in addition with the mentioned above other goods (including temporarily imported and then exported, temporarily exported and then imported, goods, the cost of which does not exceed 65 thousand roubles and (or) overall weight does not exceed 35 kg).
3. if a natural person imports in accompanied or unaccompanied baggage goods (except modes of transportation), that cost and (or) weigh more than 65 thousand roubles and 35 kg, but not more than 650 thousand roubles and 200 kg. This kind of excess is taxed.
4. if a natural person transports goods (except modes of transportation) for personal use, they are taxed according to customs duty rate, taxes, set by general order and rules of tariff regulation and taxation, provided for participants of foreign-economic activity.
